What Does Kansas LIEAP Cover?

Supplemental Benefit — if federal funding allows at the end of the season, DCF may issue a supplemental LIEAP benefit to all households that received a standard benefit during that season. Crisis Assistance — emergency help during the LIEAP season (January–March) for households facing disconnection or a heating emergency. Maximum: $4,301 — the same cap as the standard heating benefit. Includes the ability to purchase temporary electric space heaters for emergency “no-heat” situations.

Weatherization (K-WAP) — the Kansas Weatherization Assistance Program provides free home energy efficiency upgrades (insulation, sealing, heating system improvements). K-WAP operates April 1 through March 31 (year-round). Up to 15% of Kansas’s LIEAP block grant may be allocated to weatherization. LIEAP recipient energy consumption levels are provided to the weatherization program to target households with the greatest energy need. No asset limit: Kansas LIEAP has no asset test.

Categorical eligibility: Households with at least one member receiving SSI or TANF are automatically eligible for weatherization. For LIEAP heating, all applicants must meet the 150% FPL income test — there is no categorical exemption for SNAP or SSI for heating benefits.

Important context for 2026: The 2026 LIEAP application period started later than usual — January 20 instead of the typical early January — because a federal government shutdown in late 2025 delayed the distribution of LIEAP funding to states, which in turn delayed DCF’s planning. This delayed start is now closed. The next application period for 2026 benefits is expected to open in January 2026.


Who Qualifies for Kansas LIEAP

To qualify for LIEAP:

  • Kansas residency as primary residence
  • Adult responsibility for heating costs — an adult living at the address must be personally responsible for paying the heating costs, whether to the landlord, utility company, or fuel supplier
  • Income at or below 150% FPL (see table above)
  • Utility bills in adult household member’s name — if you have both gas and electric bills, both must be in the name of an adult household member

Renters with heat in rent: If your primary heating costs are included in your rent, you may still qualify. Provide a copy of your lease agreement. If your utility bills are in the landlord’s name, provide a copy of your lease agreement as well.

Everyone at the service address applies together — all persons residing at the utility service address must be included in the same LIEAP application.


How to Apply for Kansas LIEAP

Step 1 — Monitor the Application Opening Date
