Every state has a dedicated LIHEAP office — or network of local Community Action Agencies — that handles home energy assistance applications, crisis shutoff prevention, and weatherization referrals. This directory lists the correct contact number for all 50 states and the District of Columbia, along with each state’s LIHEAP agency and official website.
Important distinction: LIHEAP phone numbers handle energy assistance applications and case issues. If your question is about your SNAP (food stamps) balance or EBT card, you need a different line — not the LIHEAP office. For EBT card issues see EBT phone numbers for all states. For SNAP eligibility help use our SNAP eligibility calculator or check SNAP income limits for your state.
Fastest option: Dial 211. 211 is the national social services helpline available in all 50 states. A local specialist will connect you directly to the LIHEAP office serving your area, confirm whether funding is available, and tell you what documents to bring. 211 is free, confidential, and available 24/7. You can also reach 211 at 211.org.

What Can You Do With These LIHEAP Numbers?
LIHEAP phone lines handle energy assistance program issues. Here’s what you can do by calling:
Apply for heating or cooling assistance: Get connected to your local intake office, find out what documents to bring, and start your application. Many states allow phone applications through local Community Action Agencies.
Report a heating or cooling emergency: If you’ve been shut off or face imminent disconnection, say so immediately when you call. Most states have a crisis component that processes applications within 18–48 hours — much faster than the standard 2–6 week timeline. See LIHEAP application status to understand what happens after you apply.
Check application status: Ask whether your application has been approved and when the payment will be sent to your utility company. See checking LIHEAP application status for a full guide.
Ask about eligibility: Confirm the income limits for your household size, which programs are currently open, and whether your SNAP enrollment qualifies you automatically for LIHEAP.
Request weatherization referrals: Many LIHEAP agencies refer households to weatherization programs that insulate and seal homes — reducing energy bills permanently.
Get information on other assistance: LIHEAP offices often know about utility company low-income programs, local heating oil banks, and other energy support resources in your area.
Not handled by LIHEAP lines: SNAP/food stamp balance questions, EBT card issues (lost card, PIN change), and Medicaid questions. For EBT card support see EBT phone numbers for all states. For SNAP eligibility use the SNAP eligibility calculator.

Tips for Getting Through Faster
Call early or late: Call before 8 AM or after 5 PM to avoid peak hold times. The heaviest call volume hits in October and November when heating season opens, and whenever Congress announces new LIHEAP funding appropriations.
Dial 211 first: 211 routes you directly to your local LIHEAP intake office — one step closer to getting help than calling the state administrative line.
Have your documents ready before you call:
- Your address and utility account number
- Number of people in your household
- Monthly income for all members — or your SNAP/Medicaid/SSI case number (may qualify you automatically)
- Most recent energy bill
- Whether you’re facing a shutoff — say this immediately if true; crisis applications process within 18–48 hours
Know which line to call: LIHEAP lines handle energy assistance applications. EBT card issues (lost card, balance check, PIN change) go to a different line — see EBT phone numbers for all states. Calling the wrong line means being transferred and waiting again.
If you can’t get through: Use your state LIHEAP website to apply online or apply in person at your local Community Action Agency. In emergencies, contact your utility company directly — many have low-income rate programs and are required to offer payment arrangements to households facing disconnection. For other local resources, visit 211.org.

Frequently Asked Questions
What is the phone number for LIHEAP?
There is no single national LIHEAP phone number. The fastest way to reach your local LIHEAP office is to dial 211. For quick reference by state: California is (866) 675-6623, Texas is (512) 463-3480, New York is (518) 473-9886, and Florida is (850) 921-4030. All other states are listed in the full directory above.
Can I apply for LIHEAP over the phone?
In many states, yes — through your local Community Action Agency or state office. Some states also allow online applications. Call 211 or your state office to find out what’s available in your area.
Does SNAP automatically qualify me for LIHEAP?
In most states, yes — active SNAP enrollment is treated as automatic income qualification for LIHEAP. Bring your SNAP award letter or EBT card to your application appointment. Confirm with your specific state office as policies vary slightly.
What is the LIHEAP income limit?
Most states set the LIHEAP income limit at 150% FPL — approximately $1,783/month for a single person and $3,665/month for a family of four. Some states are more generous, using up to 60% of state median income. See the full LIHEAP eligibility guide for the complete income table.
How do I check my LIHEAP application status?
See LIHEAP application status for a full guide on checking whether your application was approved and how long it takes for benefits to appear on your utility account.
What if LIHEAP funding has run out in my state?
Ask to be placed on a waitlist for additional Congressional appropriations. Contact your utility company about low-income programs, budget billing, and disconnection protections. Call 211 for other local emergency energy assistance options.
How will SNAP policy changes affect LIHEAP?
The One Big Beautiful Bill Act introduces SNAP work requirements and more frequent eligibility renewals starting in 2026–2027. These changes may affect whether some households continue to qualify for SNAP — which can in turn affect automatic LIHEAP income qualification. See Big Beautiful Bill SNAP changes for a full breakdown.
