Every state has a dedicated LIHEAP office — or network of local Community Action Agencies — that handles home energy assistance applications, crisis shutoff prevention, and weatherization referrals. This directory lists the correct contact number for all 50 states and the District of Columbia, along with each state’s LIHEAP agency and official website.

Important distinction: LIHEAP phone numbers handle energy assistance applications and case issues. What Can You Do With These LIHEAP Numbers?

LIHEAP phone lines handle energy assistance program issues. Here’s what you can do by calling:

Apply for heating or cooling assistance: Get connected to your local intake office, find out what documents to bring, and start your application. Many states allow phone applications through local Community Action Agencies.

Report a heating or cooling emergency: If you’ve been shut off or face imminent disconnection, say so immediately when you call. Most states have a crisis component that processes applications within 18–48 hours — much faster than the standard 2–6 week timeline. Check application status: Ask whether your application has been approved and when the payment will be sent to your utility company. See checking LIHEAP application status for a full guide.

Ask about eligibility: Confirm the income limits for your household size, which programs are currently open, and whether your SNAP enrollment qualifies you automatically for LIHEAP.

Request weatherization referrals: Many LIHEAP agencies refer households to weatherization programs that insulate and seal homes — reducing energy bills permanently.

Get information on other assistance: LIHEAP offices often know about utility company low-income programs, local heating oil banks, and other energy support resources in your area.
