Iowa is participating in SUN Bucks (Summer EBT) for the first time in 2026 — after opting out in 2024 and 2025. Iowa families with eligible school-age children will receive $120 per child in grocery benefits administered by the Iowa Department of Health and Human Services (Iowa HHS). Benefits for automatically enrolled children were expected no later than early June 2026.
Iowa’s SUN Bucks program comes with an important distinction: the state received a USDA waiver to align SUN Bucks with Iowa’s “Healthy SNAP” food restriction rules, which means the same restrictions that apply to Iowa SNAP apply to SUN Bucks. Candy, soda, and Iowa state-taxable foods cannot be purchased with Iowa SUN Bucks benefits.

Iowa’s History With Summer EBT — Why 2026 Is Different
Iowa did not participate in SUN Bucks in 2024 or 2025. Instead, Governor Kim Reynolds launched “Healthy Kids Iowa” — a state pilot program that distributed boxes of healthy food through food banks and pantries during summer. The program served approximately 30,000 children, compared to the roughly 240,000 Iowa children who would have qualified for SUN Bucks.
Reynolds agreed to rejoin SUN Bucks for 2026 only after the USDA approved Iowa’s request to apply the state’s Healthy SNAP food restrictions to SUN Bucks as well. Iowa is the only state where SUN Bucks funds are explicitly restricted to the same tax-code-based eligibility rules as SNAP.
State Sen. Sarah Trone Garriott noted: “For two summers Iowa kids have gone without. Last summer the Governor’s food box program served only a fraction of the kids who needed food assistance — barely 30,000 out of the 240,000 kids who qualified.”
Iowa Healthy SNAP — What SUN Bucks Can and Cannot Buy
Iowa’s SNAP food restrictions — called “Healthy SNAP” — took effect January 1, 2026 and apply equally to SUN Bucks. Iowa uses the most restrictive SNAP waiver in the country, defining eligible items by Iowa’s state sales tax code: only non-taxable foods are eligible.
Cannot be purchased with Iowa SUN Bucks:
- Candy and sweets — chocolate bars, gummies, hard candy, caramel
- Soda and carbonated soft drinks
- Sugary beverages with less than 50% fruit or vegetable juice
- Dried fruit leathers (e.g., Fruit Roll-Ups)
- Flourless granola bars
- Some store-prepared foods and sweetened beverages
- Any food subject to Iowa state sales tax
Can still be purchased:
- Fresh, frozen, and canned fruits and vegetables
- Meat, poultry, and seafood
- Dairy — milk, cheese, eggs, yogurt
- Bread, cereals, and grains
- Seeds and food-producing plants
- Most staple grocery items not subject to Iowa sales tax
The key rule for Iowa: If a food is subject to Iowa state sales tax, it is NOT eligible for SNAP or SUN Bucks. Iowa HHS determined that creating a complete list of ineligible items was “deemed too tedious” — meaning shoppers and retailers must use the Iowa Department of Revenue’s food tax guide as the reference. Check revenue.iowa.gov/taxes/tax-guidance for guidance on whether a specific item is taxable in Iowa.
For questions about items incorrectly declined, contact Iowa HHS at (833) 631-2508. If you believe a rule was unfairly applied, you can file a complaint or request a fair hearing. Contact Iowa Legal Aid at 1-800-532-1275 for assistance.
Who Qualifies for Iowa SUN Bucks
Automatically Enrolled — No Application Needed
Iowa uses a specific age window: your child must be ages 6–16 between July 1, 2025 and August 14, 2026, AND must have been enrolled in grades K–12 at an Iowa school that participated in the NSLP or School Breakfast Program during the 2025–2026 school year.
Your child is automatically enrolled if they meet the school and age requirements AND any of the following:
- Household received Iowa SNAP (Food Assistance) between July 1, 2025 and August 14, 2026
- Household received FIP (Family Investment Program — Iowa’s TANF program)
- Household received Iowa Medicaid with household income at or below 185% FPL
- Child was approved for free or reduced-price school meals at their school
- Child is homeless, runaway, or migrant
If your household receives Iowa SNAP (Food Assistance), SUN Bucks benefits will be deposited directly onto your existing SNAP EBT card. No new card will arrive.
Must Apply — For Non-Auto-Enrolled Children
If your child is not automatically enrolled, they may still qualify through a SUN Bucks application at hhs.iowa.gov. The application is separate from the Free and Reduced-Price Meal Application at school and cannot be used for that purpose.
Important: Iowa’s SUN Bucks application was expected to be available in early June 2026. Check hhs.iowa.gov for the current status and sign up for Iowa HHS updates at the SUN Bucks page.
Application deadline: September 8, 2026 — the latest deadline of any state in this series.
