LIHEAP Oklahoma — Eligibility, Income Limits & How to Apply

Oklahoma LIHEAP helps income-eligible households pay heating and cooling bills through Oklahoma Human Services (OKDHS), Adult and Family Services (AFS) division. Unlike most states where LIHEAP runs as a continuous seasonal program, Oklahoma LIHEAP operates in three distinct timed enrollment windows — one for winter heating, one for summer cooling, and one for the Energy Crisis Assistance Program (ECAP). Each window opens for a limited period and closes when funding is exhausted. All applications are submitted online at OKDHSLive.org.

Oklahoma is also notable for its extensive tribal LIHEAP infrastructure: Native American households may choose to apply through Oklahoma Human Services or through their federally recognized tribal nation — but cannot receive assistance from both in the same federal fiscal year for the same program component.


Oklahoma LIHEAP’s Three Enrollment Windows

Window 1: Winter Heating

Provides a one-time payment toward the primary heating source (natural gas, electricity, propane, oil, wood, or other fuel), applied directly to the utility account. Benefit range: $40 minimum to $500 maximum. Enrollment opens in early January each year and closes when winter heating funds are exhausted. For FY 2026, enrollment opened January 6, 2026.

No priority for households with cutoff notices: Oklahoma explicitly states that households with cutoff notices do not receive priority. Households are encouraged to continue paying utility bills and work with their provider to avoid interruption.

Window 2: Summer Cooling

Provides a one-time payment toward the primary cooling source. Benefit range: $150 minimum to $650 maximum. Enrollment opens in mid-July and closes when summer cooling funds are exhausted. For FY 2025, enrollment opened July 17, 2025.

No priority for cutoff notices in summer: Like winter heating, summer cooling is not a crisis program — households with cutoff notices do not receive priority.

Window 3: Energy Crisis Assistance Program (ECAP)

ECAP provides emergency energy assistance to households in a qualifying energy crisis. Maximum: $750. ECAP enrollment opens in mid-April each year and runs until funds are exhausted. Life-threatening crisis assistance is available year-round regardless of ECAP enrollment windows.

Life-threatening crisis (year-round): For households facing a documented life-threatening energy crisis, assistance is available outside of all scheduled enrollment periods. Call OKDHS at (405) 522-5050 and select the energy assistance option to submit a utility crisis life-threatening medical referral.


Pre-Authorization — No Application Needed for Some Households

A distinctive Oklahoma feature: eligible households already receiving OKDHS assistance (SNAP, TANF, SSI) may be pre-authorized for LIHEAP — they do not need to complete an application for the heating or cooling window. Pre-authorized households receive notification in the mail (for winter heating) or by text message (for summer cooling).

If you received a pre-authorization notice, your benefit will be applied automatically — no additional action is needed. If you did not receive a notice but currently receive OKDHS assistance, apply online at OKDHSLive.org when enrollment opens.


“Household” Definition — One Utility Meter

Oklahoma defines “household” specifically and operationally: everyone using one utility meter or energy source is one household. All household members must apply together. This means:

  • If two families share a utility meter, they apply as one household
  • If your utility bill is paid by someone who does not live at the address, you are not eligible — you must be personally responsible for your home energy costs
  • One payment per household per program component per year

Oklahoma uses 130% of the Federal Poverty Level (FPL) for heating, cooling, and ECAP. Weatherization uses 200% FPL.

Native American Households — State or Tribal LIHEAP

Oklahoma has a large Native American population, and the state’s LIHEAP structure explicitly accommodates both state and tribal administration:

Native American households may choose:

  • Apply through Oklahoma Human Services at OKDHSLive.org, or
  • Apply through their federally recognized tribal nation’s LIHEAP program

But not both: A household cannot receive assistance for the same program component (heating, cooling, or crisis) through both OKDHS and a tribal program in the same federal fiscal year. Households with a citizen of a federally recognized Native Nation must choose one pathway per program component per year.

How to Apply for Oklahoma LIHEAP

Step 1 — Watch for Enrollment Opening at OKDHSLive.org

Oklahoma LIHEAP enrollment is time-limited and first-come, first-served. Monitor OKDHSLive.org for the enrollment opening — when enrollment is active, a red banner reading “Apply for Energy Assistance” will appear on the homepage. OKDHS also sends text messages to notify households when enrollment opens.

Do not wait. Funding is exhausted quickly during enrollment windows. Apply as soon as enrollment opens.

Step 2 — Apply Online at OKDHSLive.org

All applications are submitted online at OKDHSLive.org. Oklahoma does not maintain a paper or mail application process for LIHEAP — the online portal is the primary application method.

Step 3 — Required Documents

  • Proof of identity for the applicant
  • Social Security numbers for all household members
  • Proof of income for all household members — pay stubs, SNAP/TANF/SSI award letters, Social Security benefit statements
  • Most recent utility bill for the primary heating or cooling source

Step 4 — Life-Threatening Crisis (Outside Enrollment Windows)

If you face a life-threatening energy emergency outside the scheduled enrollment periods, call (405) 522-5050 and select the energy assistance option to submit a utility crisis life-threatening medical referral. Year-round life-threatening crisis assistance does not require waiting for an enrollment window.

Weatherization — Homeowners Only

Oklahoma LIHEAP weatherization is available to homeowner households that are eligible for LIHEAP — renters are not eligible for LIHEAP weatherization services. OKDHS provides a list of LIHEAP-approved clients to the Oklahoma Department of Commerce (ODOC), which administers the weatherization program through local Community Action Agencies. Income limit: 200% FPL. Contact your local CAA for weatherization availability.

Oklahoma Utility Assistance Programs

Oklahoma Gas & Electric (OG&E) Residential Energy Efficiency Program — helps customers reduce energy use with in-home energy assessments, personalized recommendations, and rebates for energy-saving measures at no additional cost. Contact OG&E or visit oge.com.

Oklahoma Natural Gas (ONG) — LIHEAP-approved households may be eligible for additional ONG assistance programs. ONG coordinates with OKDHS to apply LIHEAP payments to customer accounts.
