What Makes California CalFresh Eligibility Different From Other States

California operates one of the most permissive CalFresh programs in the country. Several factors make California genuinely different from most states:

200% FPL BBCE — highest gross income limit in the continental US. California uses Broad-Based Categorical Eligibility (BBCE) at 200% of the federal poverty level, with no asset limit for most households. This means a household of 1 can earn up to $2,878/month and still qualify — nearly double the $1,768 limit in states like Alabama, Georgia, or Ohio that don’t raise their income threshold.

County-based administration. Unlike many states with centralized SNAP offices, CalFresh is administered by each of California’s 58 counties through their local Human Services departments. Application processes, interview scheduling, and local resource availability vary by county. Los Angeles and San Francisco counties have the largest caseloads; rural northern California counties often have faster processing.

Restaurant Meals Program. California operates a Restaurant Meals Program in select counties that allows elderly, disabled, and homeless CalFresh recipients to use their EBT card at approved restaurants. This is available in only a handful of states and gives California recipients unique purchasing flexibility.

What Counts as Income for CalFresh?

Counted income includes:

  • Wages and salaries (gross, before taxes)
  • Self-employment net profit
  • Social Security and SSI payments
  • Unemployment insurance benefits
  • Child support or alimony received
  • Workers’ compensation
  • Pensions and retirement income

Asset Limits for California CalFresh

California’s 200% BBCE removes the asset test for most households. The vast majority of CalFresh applicants do not need to meet any asset limit.

Exception: Households where all members are elderly or disabled AND gross income exceeds 165% FPL must have countable assets below $4,250.

Countable assets: Cash, bank account balances, stocks, bonds, and second vehicles above $4,650 in equity.

Non-countable assets: Primary home, all retirement accounts (401k, IRA, pension), and in California — all vehicles used for transportation are excluded, regardless of value. This is more generous than most states, which only exclude one vehicle or cap the vehicle exclusion at a certain dollar amount.


California CalFresh Household Definition

A CalFresh household includes everyone who lives together and buys and prepares food together — typically spouses and parents with children under 22.

You can qualify as a separate CalFresh household if you buy and prepare food independently, unless you are a spouse or a parent with children under 22.

A senior with a disability may form a separate household if the combined income with others they live with is below 165% FPL.

If household composition changes after approval, you are required to report those changes to SNAP within 10 days.


California CalFresh Work Requirements

Able-Bodied Adults Without Dependents (ABAWDs) — adults ages 18–64 without children or dependents — must meet one of the following each month:

  • Work at least 20 hours per week on average, or
  • Participate in an approved work or training program through California’s Employment Development Department (EDD) or another approved provider

Failure to meet this requirement limits benefits to 3 months in any 36-month period.
