A Note on Oklahoma’s SNAP Program

Oklahoma’s SNAP program is administered by the Oklahoma Department of Human Services (OKDHS). Benefits are loaded monthly onto your Oklahoma EBT card. When venues ask to see your “SNAP card” or “EBT card,” your Oklahoma EBT card is what you present.

At most Oklahoma venues, you show your EBT card and a valid photo ID at the ticket window to access the discounted rate. The EBT card is used only to verify SNAP enrollment — you pay any admission price separately with cash, debit, or credit card. Your EBT balance cannot be used to pay for admission.

Important: The Oklahoma City Zoo’s EBT discount is restricted to Oklahoma residents only. Out-of-state EBT cards are not accepted at that location. The Tulsa Zoo accepts EBT cards from any state. These distinctions are noted clearly below.

Amazon Prime — Half Price for Oklahoma SNAP Recipients

Oklahoma Food Stamps recipients qualify for Amazon Prime at $6.99 per month — less than half the standard $14.99 monthly rate. The membership includes free two-day shipping, Prime Video, Prime Music, Prime Reading, and the ability to shop SNAP-eligible groceries through Amazon Fresh and Whole Foods pickup and delivery in qualifying ZIP codes.

Double Up Oklahoma — Free Produce at Farmers Markets and Grocery Stores

Double Up Oklahoma (DUO) is Oklahoma’s produce incentive program, operated by Hunger Free Oklahoma. It is one of the highest-value EBT discounts available to Oklahoma SNAP recipients.

How it works: When you spend SNAP benefits at a participating location, you receive a dollar-for-dollar match — up to $20 per day — in DUO tokens or DUO Bucks to spend on fresh fruits, vegetables, herbs, and plants that grow food. Spend $10 in SNAP and receive $10 in DUO. Spend $20 in SNAP and receive $20 in DUO, which is the daily maximum.

At farmers markets: Go to the information booth before shopping. Tell the market staff how much SNAP you want to spend. They will exchange your SNAP benefits for market tokens plus an equal amount in DUO tokens. Your DUO tokens can be redeemed at any participating farmers market or mobile market — they are not locked to the specific market where you earned them. DUO tokens can be used to buy fresh, frozen, canned, or dried fruits and vegetables and herbs with no added salt, sugar, oil, or fat, as well as plants that grow food.

At participating grocery stores: After you check out with your Oklahoma EBT card, you will receive DUO Bucks — either a printed voucher that looks like a coupon, or an amount added to your loyalty card, depending on the store. DUO Bucks at grocery stores can only be used on fresh fruits, vegetables, and herbs (not frozen, canned, or dried). DUO Bucks must be redeemed at the same store where you earned them and expire 60 days after they are issued. Any unspent amount is rounded to the nearest dollar and carries forward as a new voucher.

Double Up Oklahoma currently operates at 21 farmers markets, 6 mobile markets, and 12 grocery stores across the state. Find participating locations at doubleupoklahoma.org or by emailing doubleupok@hungerfreeok.org.

Oklahoma City — OKC Zoo, Museums, and More

Oklahoma City Zoo and Botanical Garden — Oklahoma SNAP, EBT, WIC, and Tribal WIC cardholders receive $10 general admission for themselves and up to three additional guests — four tickets total per card. The Chickasaw Nation Packed Promise card and Summer EBT card are also accepted.

This discount is available to Oklahoma residents only. You must present a valid Oklahoma SNAP/EBT/WIC card — out-of-state EBT cards are not accepted. The discount is in person at the ticket booth only and cannot be purchased online. Last entry is at 4 p.m. The discount does not apply to evening Zoo events after 4 p.m. and cannot be combined with any other discount or promotion. The OKC Zoo’s EBT discount was set for evaluation and renewal after March 31, 2026 — confirm availability before visiting by checking okczoo.org or calling (405) 424-3344.

Note: The Oklahoma City Zoo no longer accepts cash. The zoo provides reverse ATM machines near the entrance that convert cash to a prepaid card accepted throughout the zoo.

The OKC Zoo is home to African elephants, gorillas, orangutans, cheetahs, lions, meerkats, and one of the country’s most impressive botanical gardens on the same grounds. The zoo sits on 119 acres in northeast Oklahoma City.

Science Museum Oklahoma (Oklahoma City) — Science Museum Oklahoma does not currently participate in the Museums for All program. Standard admission applies for EBT cardholders. Military discounts are available in person daily with a valid ID; student discounts are available Monday through Friday after 1 p.m. with a valid student ID. Call the museum or visit sciencemuseumok.org for current admission prices.

Tulsa — Tulsa Zoo and Museum of Tulsa History

Tulsa Zoo — SNAP and WIC recipients receive $5 per ticket for up to six tickets in a single transaction. Show your EBT or WIC card and a valid photo ID at the gate. This discount is available to EBT and WIC cardholders from any state — you do not need to be an Oklahoma resident. The Tulsa Zoo’s EBT discount does not apply to special events. P-EBT cards and Summer Nutrition Program cards are not eligible. Children ages 2 and under are always free.

The Tulsa Zoo is one of the most visited cultural institutions in Oklahoma, home to African lions, sea lions, Komodo dragons, Asian elephants, a flamingo lagoon, and a hands-on children’s zoo area. The zoo occupies 85 acres in north Tulsa’s Mohawk Park.

Museum of Tulsa History — $1 for adults with an EBT card. Children, students, educators, and veterans are always free — no EBT card needed for those groups. The Museum of Tulsa History was the first museum in Oklahoma to join the Museums for All program. It chronicles the full arc of Tulsa’s history from Native American settlement through the oil boom era, the 1921 Tulsa Race Massacre, and the city’s reinvention as a modern cultural center. Located in the historic Flint Steel building in the Brady Arts District, the museum’s permanent collection and rotating exhibits cover photography, artifacts, and oral history from Tulsa’s most important and often overlooked chapters.

Tulsa — Additional Museums and Cultural Venues

Tulsa has a strong concentration of nationally significant museums that Oklahoma EBT cardholders should know about. Several of the following are currently listed as Museums for All participants or offer their own EBT-accessible admission — verify current EBT rates at each venue’s website or by calling ahead before visiting, as admission rates and program participation can change.

Greenwood Rising (Tulsa) — A history center located in Tulsa’s Greenwood District, the neighborhood once known as Black Wall Street, dedicated to educating visitors about the 1921 Tulsa Race Massacre and the resilience of the Black community that rebuilt there. Verify current EBT admission at greenwoodrising.org.

Tulsa Air and Space Museum & Planetarium — Features aircraft and space artifacts from across the history of aviation and space exploration, including a T-38 Talon jet trainer, a full-scale Apollo spacecraft, and an immersive planetarium. Verify current EBT admission at tulsaairandspacemuseum.org.

Philbrook Museum of Art (Tulsa) — A world-class art museum housed in a 1920s Italian Renaissance villa surrounded by 25 acres of formal gardens in midtown Tulsa. The collection spans Native American, European, American, and African art. Philbrook offers free community admission days throughout the year. Verify current EBT and free admission days at philbrook.org.

Gilcrease Museum (Tulsa) — Home to one of the world’s largest collections of art and artifacts of the American West, including more than 350,000 Native American artifacts, manuscripts, maps, and documents. The Gilcrease collection is considered the definitive archive of the American frontier. Verify current EBT admission at gilcrease.org.

Bob Dylan Center (Tulsa) — A museum and archive dedicated to the life and work of Bob Dylan, featuring original manuscripts, concert footage, instruments, and creative materials from Dylan’s personal archive. Located in the Tulsa Arts District. Verify current EBT admission at bobdylancenter.com.

Woody Guthrie Center (Tulsa) — Located next to the Bob Dylan Center, the Woody Guthrie Center explores the life and legacy of the Oklahoma-born folk legend. Oklahoma-Wide — Additional Museums for All Participants

Oklahoma has dozens of museums, children’s museums, historic sites, botanical gardens, and cultural centers. Many participate in the national Museums for All program, which offers EBT and WIC cardholders $5 or less per person admission for up to four people during all regular operating hours. Cards from any state are accepted at Museums for All locations.

Search the full directory of participating Oklahoma venues — organized by city — at museums4all.org. Some verified Oklahoma participants beyond Tulsa and Oklahoma City include the Mabee-Gerrer Museum of Art in Shawnee, which houses an Egyptian mummy and one of the most eclectic collections of world art in the state, and various Chickasaw Nation cultural sites in south-central Oklahoma that honor 13,000 years of Chickasaw history and culture.

Phone Service — Lifeline

Oklahoma SNAP recipients automatically qualify for the federal Lifeline program, which provides up to $9.25 per month off a monthly phone or internet bill. Households on Tribal lands in Oklahoma qualify for an enhanced benefit of up to $34.25 per month. Many participating Lifeline providers in Oklahoma offer unlimited talk and text plans for free or at very low cost, and some include a free smartphone for new enrollees.

To find participating Oklahoma Lifeline providers and apply, visit lifelinesupport.org or contact a carrier directly.

Internet Service — Discounted Broadband Plans

SNAP enrollment qualifies Oklahoma households for discounted home internet through several national providers. AT&T Access, Comcast Xfinity Internet Essentials, and other participating carriers offer reduced-cost internet plans to qualifying low-income households. Contact your current or prospective internet provider and ask specifically about income-based or SNAP-qualifying plans — your Oklahoma EBT card is typically the primary qualifying credential.

Summer EBT — Oklahoma SUN Bucks for Children

Oklahoma participates in the SUN Bucks (Summer EBT) program, which provides $120 per eligible child per summer loaded onto an EBT card for grocery purchases when school meals are unavailable. The program is available to school-age children who receive free or reduced-price school meals during the school year. Most Oklahoma SNAP households with eligible children are enrolled automatically.

SUN Bucks can be used at grocery stores, farmers markets, and online retailers for most SNAP-eligible foods. Keep the card — it may be reloaded in future summers. For questions about Oklahoma SUN Bucks, contact your local OKDHS office or call 211 Oklahoma.

Free School Meals for Children

Oklahoma SNAP households automatically qualify their school-age children for free school meals through the National School Lunch Program and School Breakfast Program. Oklahoma uses direct certification — you typically do not need to file a separate free and reduced meals application if your household already receives Food Stamps through OKDHS.

Energy Bill Assistance — LIHEAP

Oklahoma SNAP households automatically qualify for the federal Low Income Home Energy Assistance Program (LIHEAP), which helps pay heating and cooling costs. In Oklahoma, LIHEAP is administered through local community action agencies. Funding is seasonal and limited — apply early in the heating or cooling season. Contact 211 Oklahoma (dial 2-1-1) to find the nearest LIHEAP program in your county.

Walmart+ and Instacart+ — Discounted Delivery Memberships

Walmart+ is available to SNAP recipients for approximately 50% off the standard $12.95 monthly price — around $6.47 per month. Includes free grocery delivery on orders of $35 or more, free shipping on Walmart.com, and Paramount+ streaming. Walmart accepts Oklahoma SNAP EBT for online grocery pickup and delivery at participating Oklahoma stores.

Instacart+ is available to EBT cardholders who have placed at least one SNAP order on Instacart within the past six months for $4.99 per month for the first year. Instacart accepts Oklahoma SNAP EBT for grocery orders at participating retailers including Reasor’s, Homeland, Walmart, Costco, and others.

YMCA — Reduced Membership Rates

Many YMCA locations across Oklahoma offer reduced or sliding-scale membership rates for SNAP recipients and low-income households. Discount levels vary by location. Contact your nearest Oklahoma YMCA directly to ask about income-based membership pricing.

Oklahoma has two of the most accessible zoo discounts in the South — the Tulsa Zoo at $5 per ticket (any state EBT, up to 6 tickets) and the Oklahoma City Zoo at $10 per person (Oklahoma EBT only, up to 4 people).
