Does Starbucks Take EBT?—What You Can and Can’t Buy

No — Starbucks does not accept EBT at most locations. Standard Starbucks stores are restaurants, and SNAP benefits cannot be used at restaurants under federal rules.

However, there are two narrow exceptions where EBT can work at Starbucks.

The Two Exceptions Where EBT Works at Starbucks

1. Starbucks Inside a Grocery Store

Some Starbucks locations are licensed kiosks inside grocery stores — Safeway, Kroger, and Target, for example. If the Starbucks kiosk shares the grocery store’s point-of-sale system and the store is an authorized SNAP retailer, EBT may work for cold, packaged, shelf-stable items — such as bottled Frappuccinos, packaged food, or whole bean coffee.

However, this varies by location. The kiosk’s register may or may not be integrated with the grocery store’s EBT-accepting system. There is no reliable way to know in advance other than asking the cashier.

2. Restaurant Meals Program States

A small number of states participate in the SNAP Restaurant Meals Program (RMP), which allows elderly (60+), disabled, and homeless SNAP recipients to use EBT at authorized restaurants. If your state participates and a Starbucks location in your area has been approved as an RMP vendor, EBT could work there.

States that participate in the Restaurant Meals Program include California, Arizona, Maryland, Michigan, and a few others. Even within those states, very few Starbucks locations are enrolled as RMP vendors — this is an extremely rare scenario in practice.

What SNAP Cannot Buy at Starbucks

Even in the rare cases where EBT is accepted, SNAP has strict rules about what qualifies as a purchasable food item. Hot prepared food and beverages are never SNAP-eligible under federal rules. This means:

  • Hot coffee or espresso drinks — not covered
  • Hot food items — not covered
  • Anything prepared and served hot to order — not covered

Cold beverages that are bottled and shelf-stable — like a bottled Frappuccino from a grocery store shelf — may be SNAP-eligible because they are treated as a grocery item, not a restaurant purchase.

Why Most Starbucks Locations Don’t Accept EBT

Federal SNAP rules prohibit using benefits at restaurants — defined as any establishment that primarily sells hot, prepared food for immediate consumption. The vast majority of Starbucks locations qualify as restaurants under this definition. This is a federal rule, not a Starbucks policy, so it applies the same way at every restaurant nationwide.

For the full list of what SNAP covers and doesn’t cover, see the SNAP-eligible foods guide. For restaurants that do accept EBT through the Restaurant Meals Program, see the restaurants that accept EBT guide.

What to Do Instead

If you’re looking for coffee or snacks you can purchase with EBT, your best options are:

  • Grocery stores — ground coffee, whole bean coffee, cold brew concentrate, bottled iced coffee, and packaged snacks are all SNAP-eligible at authorized grocery retailers
  • Walmart, Target, Kroger, Safeway — all carry Starbucks-branded packaged products (ground coffee, K-Cups, bottled Frappuccinos) that are fully SNAP-eligible when purchased from the grocery section

You can also find Starbucks-branded packaged products on Amazon Fresh using your EBT card — another option if using EBT on Amazon is convenient for you.

Frequently Asked Questions

Can I use EBT at Starbucks drive-through?

No — drive-through Starbucks locations are standalone restaurants and do not accept EBT.

Can I use EBT at a Starbucks inside Target?

Possibly, but only for packaged, cold, shelf-stable grocery items — not for any prepared or hot beverages. Whether the Target-embedded Starbucks kiosk processes EBT depends on how that specific location’s point-of-sale system is configured. Ask the cashier before ordering.

Does Starbucks participate in the Restaurant Meals Program?

Very rarely. The Restaurant Meals Program is opt-in for individual restaurant locations, and Starbucks has not widely enrolled in the program. Even in states that have the RMP, finding a participating Starbucks is extremely unlikely.

Can I buy bottled Starbucks drinks with EBT at a grocery store?

Yes — bottled Starbucks Frappuccinos, iced coffees, and other shelf-stable beverages sold in the grocery section are SNAP-eligible items when purchased at an authorized grocery retailer. They are treated as packaged food products, not restaurant purchases.
